If this is a spare car.
Rust first, then drive train, then suspension (including steering and breaking upgrades) then interior, then luxuries not includeed with the car (AC/stereo/tilt steering), then paint and finally rims and new tires.

If the car is a daily driver
First the drive train and the suspension (including steering and breaking upgrades), then rust and the rest is the same.
