Buy some gas line antifreeze at your local parts store. It does a great job of removing water. I worked on a Corvette that had it's filler tube drain plugged up with dirt (gas tank filler is on top of "trunk" area). Filled the gas tank FULL with water because the car sat for a couple weeks. I turned on the Fuel pump and pumped out about 5 galllons of Water (it settles to the bottom), added a couple cans of gas line antifreeze, had to change the plugs but it ran good, no more problems.
If your tank is real rusty though, you'll need to do more. I'd tack on a couple extra in-line fuel filters (Clear plastic housing) and change them often until they look clean. This should do the trick, and keep the trash out of your carb. Good Luck. -CP

: "Heat" is supposed to clear up water and I guess it's ok for small amounts (like Arco gas) but in Your case I would think that draining, removing and either recoating or better yet replaceing the gas tank is the ONLY way you're going to solve this one... even with the water gone you'll still have the rust problem..
